That's why they always focus on indies and those that have very limited small corpo experience. Mumei -- Over 1 million subs on youtube.
Fuwamoco -- Pretty much the only popular HoloEN member who was actually a "diamond in the rough" type. And that's because they only streamed like a month before getting scouted by Holo.

The "nobodies" that HoloEN chose to hire have actually been pretty lackluster, carried by the others.

I agree that's a silly suggestion, but the sentiment is correct. Nijisanji is still a big company that gets a good amount of eyes on it and if you fail to make an impact and differentiate yourself when given that kind of leg up by another company, why would Cover think things would be any different if you were given a SECOND once in a lifetime opportunity?
There is respect between Cover and Anycolor and anyone who thinks that Cover is going to look favorably at any of the talents that were involved in the appalling failure that is Nijisanji EN then you've got another thing coming. If your competitor goes out of business in part because of its shitty employees would you turn around and give those employees a job? Fuck no.
