Before China took over Tibet was a brutal theocracy with a rigid caste system and much of the population were born into actual slavery. It's still a shithole now of course but the odds of modernizing over time are much greater under a world superpower than they would be under a fucking theocracy where monks chop off children's hands for not meeting food production quotas.
