The problem is vtubers and their viewers actually do treat moderators this way. They commission special emotes for mods, have special mod-related in-jokes, every tenth sentence is a joke about how quirky and weird the mods are, etc. Many moderators also enjoy private access to the vtuber or even go further and end up being friends.

Of course everyone notices this and applies for moderator for retarded reasons, it's not rocket science.
