The primary problem comes down to gestalt principles, the silhouette comparison does a good job of showcasing what’s wrong without actually explaining what’s wrong. What gestalt theory boils down to is that people will recognize a design in its simplest form. If you’ve ever wondered why the fuck certain logos like picrel became so simplified in recent years, this is why.

You could reduce Shylily’s design down to two or three primary characteristics but it would still be recognizable, and I would argue those characteristics are what’s being shared here. Those characteristics are: the downward ear flaps and the tail fin. Specifically when those two are combined does it translate to Shylily.
There’s some similarities with the outfit as well but Shylily’s outfit isn’t exactly original to begin with, it’s a seifuku. The argument could be made that the seifuku is a classic component of Shylily’s design and I don’t disagree with that, but it’s only when combined with the ears + tail does it really become recognizable as “being Shylily.” Same thing goes for the hair.

Well first off those are shark fins, not pseudo cat ears sticking out of her head. Her entire hood is in the shape of a shark so that alone changes the way it’s read. It’s not comparable, in my opinion.
