If different entities were involved like Hololive doing something big, or Disney, you'd see much more sophisticated planning because the brand is at risk.

offkai is a for-fun con for the talents and to dump merch. really phase doesn't get much out of it except hoping holo (and the prior 2 years niji) fans notice them and check them out.
the real cons that matter for phase connect is when the go to the traditional anime cons. they set up a modest booth it doesn't really matter if they sell merch there, but fish is there networking making moves.
quick example is phase will have a retail card game now because of networking he did at acen last year. you remember that dnd game lia did? they are the people who are now involved in helping make oshi push.
