Twitter's rules are somewhat vague when it comes to the topic, but posting loli art on twitter is risky. Explicit loli art will often times get the artist permanently banned.

There have been many positive aspects about Elon taking over twitter, but also many negative ones as well. For about 3 months after Elon took over, artists were no longer banned for posting explicit loli art. But in March of last year, thousands upon thousands of Japanese artists were banned, some of whom had accounts that were over 14 years old and only posted slightly ecchi art. Many of them didn't post loli art at all.

Since then, things have improved a little. Very recently, like within the past two months, it seems like artists aren't banned for some loli art anymore, like exposed chests, but explicit art or full nudity of child-like characters will still usually get you banned. This is complemented by groups of people organizing and mass-reporting artists that make art they don't like and Elon being a retard and enabling their behavior by implementing such a shitty system with little ability to appeal.
Recently, there was a high profile case of this when Orenjii was banned after people mass-reported his "anatomy of a gamer" meme, even though he never posted anything that broke any of Twitter's rules.

Look, I know you're being stupid on purpose right now, but the proof is in the pudding. Go on twitter and find loli artists whose accounts are older than a year. There are a few, but the vast majority are new, and most of them were made in 2024. That should be enough to tell you what's going on. It's not like these artists all suddenly decided to start using twitter within the last 5 months.

There are two terms that show what's commonly happening as well.
The first is 凍結 (touketsu). It means "freezing". It's the word that japanese artists use to talk about being banned on twitter If their account is unbanned, it's called thawing, though you rarely ever see that. Search for the term on twitter and there are hundreds of results from just the last few hours of people talking about their account or someone else's art account being banned.

The next term is 避難 (hinan), which means "taking refuge". Japanese artists will often put this term in their twitter bio next to another handle. This means if they're banned for their art, they'll start using that other account so their fans can follow them.

Lastly, if you still don't believe me, go to danbooru and go to the artists page, almost every loli artist will have several if not dozens of crossed out links to twitter accounts that were suspended and no longer exist.

There are not many loli hentai artists that post loli hentai on twitter. They constantly get banned for it. Most post it on their pixiv or on Misskey instead. That's what I said. Specifically for a few months after musk took over, loli artists that were only posting ecchi or censored/cropped illustrations began posting the whole thing. This went on for several months and was even going on in November 2022, because I remember seeing a ton of loli porn in genshin tags like Nahida at that time.
The biggest purge happened last year in March 2023 and was most likely brought on because of complaints the site was getting over realistic AI loli porn.
Look at most loli artists on twitter and you'll see that their account was created between march 2023 and now, with most of them being created this year because they keep getting banned.
Before this, under the old management, posting hardcore loli hentai would still usually get you banned, but stuff like very stylized drawings of nude anime girls wouldn't. That changed in March-May of 2023, during which time a single flat chested nipple would get you banned. Since then, things have gotten better, but that purge last year banned literally thousands of accounts with decades worth of art on them.
