It's a much different situation to kill off a branch in a completely dead market which involves a lot more investment and personnel than just the livers having money funneled to, vs. firing off a liver in an active branch. There's way less cost associated with keeping an underperforming liver in a well performing branch than there is trying to keep a whole branch afloat with little/no return.

To be fair on this one there was more behind the scenes to why ID failed.
A big one was there was never a demand or desire for it. Noor wasn't even supposed to be a vtuber, she applied as a Manger and got shoved in as a vtuber because they had no good applicants. And then the other 2 were really bad on top of having rare streams.

ID wasn't underperforming, it was a complete disaster outside of Noor who ironically didn't even want to do it in the first place.
