which is weird because they're on the same level of capacity. 6000 for youtube, 7100 for peacock, albeit with the loge and mezzanine not open for seating it's down to roughly 4000.

venues generally go by small club (100-300), then mid-size (1000-2000), then up to large venues like peacock, youtube, shrine, zepp halls in japan, budokan in half concert, etc (3000-9000). 10k plus is arenas/domes/parks/stadiums and you can anywhere from 10k to 100k

AnimeExpo booked a set of 3 Nijisanji EN concerts (very likely around ~8 months ago, before their recent controversy) in their main venue. I think the venue has ~3000 available total seats.

What you're seeing are the current ticket sales for one of those three concerts (all three are roughly similar, though), where green seats are empty/unsold seats. They haven't even sold beyond 10% of their available capacity, which was already cut down from the full venue seating; you can see an upper level cut off on the picture.
