As for what you're actually asking for, Mio didn't really do jack shit to warrant Sora feeling so warm and fuzzy afterward. It reads as though it was completely neutral. Which also kinda lends more to how I might be scratching my head over how this illiterate bumpkin is getting so much leniency in a military academy despite showing no signs of her being a good long term payoff. Mio and the academy in general need more of a reason to put stock in Sora in my opinion. Be it because recruits are hard to come by, some latent talent of Sora's, or maybe they are just building her to be a meat shield at the end of the day. There needs to be SOMETHING as to why government resources are being spent to feed and house this street urchin. You might be onto something with how Mio herself admitted to not being able to write at first, but it's quickly becoming apparent to me that the exam doesn't actually carry weight. Maybe there is a quota / affirmative action for lack of a better term.
Even if Sora doesn't know the true reason, there needs to be something.
For Mio herself, a lot of her softness comes from her tones and facial expressions, which in this situation as it is, wouldn't really call for her to bring out that comforting nature of hers. She is also a woman who cares about the physical well being of those around her, so she could be do something like man the mess hall once a week, since she enjoy the cooking and making sure everyone is well fed.

The Broken Heartlock was dropped not because the author was discouraged with the reception, but because the author lost interest.

One of the problems in that fic is that it spins its wheels. There was a point where I began writing for the thread rather than for myself. When I was still working on The Hormoning, which admittedly, went nowhere, I was heavily discouraged by the 'No sex, it's shit.' comments. I thought of the Hormoning as this wacky erotic comedfy fic where a bunch of wacky hijinks ensued, but I did falter after getting called out.

As for BH, I had the same issue where I was partly frozen by the thought that I wasn't pleasing the thread, and that I wasn't developing the story how I wanted to. Marine had, originally, an infinitely more sympathetic but still selfish angle that I never developed, because hey, there's no sex, it's shit.

In a way, that one anon who told me 'Nothings happening in this chapter' helped me realize that I had to do a sort of Chekhov's gun kind of thing, where if nothing is happening, it must be the means for something happening later.

At last I found a sweet spot with ALS, where I put the smut where I knew it would fit best, as well as having all the previously deleted scenes that I thought were parts where I was too self-indulgent and 'nothing happened', but still giving them enough leverage over the story and I was still writing what I wanted.

This post was probably terribly scatterbrained, I'm sick and I'll probably cringe at this in the morning.
TL;DR, I had to relearn to write for myself while imposing an objective degree of quality over my own works.

That was your first /wg/ entry? If you've never had any creative writing experience before, this was pretty damn good for a first time and I managed to squeeze out a nut despite the brevity. Some major criticisms for me is that it doesn't really take full advantage of the situation they're in beyond making sure to stay quiet - in a packed train, there's the risk of jostling passengers around them or someone's gaze lingering a bit too long. I think you could cross somewhat into exhibitionism by having one of the passengers notice and stare incredulously. Bumps on the train line can also be used to shift up positions and whatnot. Just in general, make more use of the situation as it's a really hot one they're in.
