Unfortunately I think it has to do with management and expenses as much as anything. Reimu mentioned that she had at one point commissioned 3 different covers that all were approved and then by the time that they were done, nijisanji lost permission to cover them.
Same thing happened to Elira and Pomu at least once too. Some people can get covers approved really easily, other people seem to have to wait for months at a time in order to get their covers approved and unfortunately since they lose permissions and never seem to gain any new permissions, I can imagine why they don't want to be constantly singing.

I can think of a variety of reasons Pomu wasn't selected for these that aren't nefarious at all though. Scarf thing was a JP merch thing that included EN members, JP staff are probably much more likely to select EN members that are more popular with Japanese audiences. The Pen thing was a Japaense sponsorship opportunity that included shilling it in Japanese and was mainly only sold to Japanese people in Japanese stores making Elira the obvious first choice once again as the best at Japanese and most popular with Japanese fans in the first wave.
