Meet and greets mean not streaming, the handful of your fans who can make it in person and manage to win tickets are taking time away from your other fans either way, so it makes sense to charge them for it. Also if the tickets were free the would probably be people trying to go for every meet and greet even if they don't know a chuuba, having to pay helps make sure the people going are actual fans
