Controller with shmups isn't as bad as you think honestly.
It's kind of like controller vs joystick/hitbox for fightan.
You wont be winning at top tournaments, but it works perfectly fine for any other kind of play, especially when you stick with Dpad.

At the end of the day what comes down to "best to use" is just preference, kinda like fighting games
