I think this is a good amount of people; oversaturation is a real concern and you can see that COVER thinks the same by how much they slowed debuting talents.
You really don't want to have too many girls since in Hololive each girl is her own brand. Sure, each successful debut expands the box but at the same time there are only so many ways for girls to be unique and special. At some point there will be overlaps between their talents, quirks or directions and that risks cannibalizing each other audience. I'd argue that in the JP side it already happened since a while ago.
Not to mention that each new debut means resources being spread even more thin, or being stuck in a cycle of debuts, hiring more staff, and then debuts again. Hololive has remarkably few graduations and COVER has no qualms in letting talents be in long hiatus since, again, they themselves are brands and it's worth more to have them than not.
