Haachama only got restrictions after depicting self harm. Specifically a double suicide. Everything was quickly privated as they figured out if it was ok. They probably told her to not go any further and not touch on self harm again, but gave the ok for that one specific instance anyway, since she continues to use that image.
They never censored horror just because it's horror. They make horror content themselves, the best hologra episodes are the horror ones.
