There is a season pass of 4 characters and with Zuko they would be only halfway done so at least a handful of new patches will happen no matter what. And I think the idea behind letting some people go was to shrink the development team a bit after the game launched to just be DLC focused. They might be rehired for a third game still.

The biggest problem with Multiversus is that they figured they could create a game where you could blame your teammate for losing, just like a lot of other genres have figured out, but this only makes balancing and making the game feel fun a nightmare since every character is designed to fit a team role and to have attacks specifically to provide assistance even if it doesn't help you much at all.
