The Pale king, while a higher being, is a lower tiered one.
The Pale king represents the void, while the radiance IS the light. The void and Radiance are basically equal in terms of power. The Pale king could not control the void, as he would just have been swallowed by it.
John Hollowknight, due to being a perfect vessel, can contain and use the void without being engulfed by it, which is what the void heart is.
And a lot of this was completely unknown until the game takes place, thats why the king didnt try to create the void heart earlier.
