Yes, there is virtually 0 focus or promotion for this division. It's genuinely puzzling why they are there when Yagoo clearly had a female idol division in mind when creating Hololive. I'm not sure why Holostars exists.
They could likely perform better monetarily with the same level of promotion the girls get, but as it stands they're pulling near indie levels of viewership because they've just been put out there and never touched again.

Like Shabefes was an opportunity for fans to have a short intimate conversation with their favorites. On 14 Feb, Holostars attended Internet Talking Festival. Throughout Feb, they collabed with Princess Cafe in Shibuya. Their collab mechs with Lottery Mate were released at the end of Jan. In Dec last year, they collabed with Kurand and Lawson.

They have been trying to find audiences to Holostars, but that's not easy. After all, their audiences mostly follow Hololive.

This is true, for a certain audience. But at the same time, there is a big audience for male streamers as well, but up until this point they have been largely irl streamers. Nijisanji does have some that perform on the same level of better than most Hololive members however, which I think is a testament to the potential market, especially because these are all Japanese-only livers who don't usually have cute avatars to help them.
So I think there's a lot of untapped potential in the current Holostars generation and even more in a more accessible EN division. I don't think Yagoo would have much interest in that personally however, so unfortunately I think the current members will continue to pull near indie levels of viewership.

Hmm maybe there is some effort being made lately. I've been too busy lately to pay much attention to anything vtuber related but this might be a good sign for them. I think they saw a small increase in fans due to Roberu starting to get clipped and he seems to have a small cult following on leddit. From what I watched of them they do have clippable moments but they rarely ARE clipped. It's something that's been tied in with success in Hololive; Korone, Pekora, Fubuki and Marine are among the most popular for this reason.
So the responsibility is not only on Cover's end, but clippers as well to make the streams more digestible so people can discover them easily.

A lot of the popular ones seem to adopt a 'wrestling' mantra where you take your natural self and turn it to 11, which leads to entertaining moments.
