It depends on how much effort is going into them. You need at least one person who's actively working to entertain the viewers with jokes and engagement to balance out just the chiil streamers. Off the top of my head Lapin, Lily, Olivia, Meat, Bird, Kongou, soyaPoya, Kitanya, Beri, Nyaru, Yoro are all excellent collab partners because they're so on top of chat and being present with their partner as well.

Not that the "chill" vtubers they often stream with are bad. Just different in that they can't really carry a collab.
