Capcom should've contacted Cover directly rather than just sending the strike, but they aren't really to blame. Their policy of "other companies need permission to monetize streams" is public, Cover should've known better. Especially considering only months earlier they had the same problem with Nintendo and said they would fix it before proceeding to twiddle their thumbs and do nothing.
I mean hell, Nijisanji figured this out years ago, so even before the Nintendo thing happened Cover had no excuse. Pure laziness.
