It was both. She had ties to the NGA admin from the old taiwan president facebook raid (remember the overwatch clip with her talking about the raid), but also she was used.

There was basically two kind of chinks participating in the coco raids: paid ones to kick Cover out of Bilibili, and schizo nationalists. The paid ones shat on Artia equally in order to kill holoCN, and stopped when the goal was achieved and the cash stopped flowing.
Some of the nationalist zhangs stuck to Artia for longer, others attacked her for not taking a side more clearly.

AFAIK there were also civil wars between NGA spammers and zhangs who still liked Hololive but we didnt get the war details too clearly this side of the commie wall.
