7 months after the EN project manager was replaced when Cover deleted his videos on YouTube. They never used the Omega character after 2022 so looking back it was almost certainly made by the original EN manager. He was either sexist even by Japanese standards or they were constantly fighting with him since they were noticeably annoyed with management for adding Omega into their lore.

HoloEN was suffering a rash of "health" breaks in 2022, talent morale went into the sewer after Sana's graduation, and most of Myth were furious with management when Ina and Gura had those radio silent breaks for several months. There is circumstantial evidence that Omega almost caused multiple graduations. Yagoo not only replaced the original EN project manager but even started to attend the EN management meetings.
