I would say blame it more on the staff than fans (though both are at fault). They refuse to market the boys propely even after 5 years, took away any form of content the JP Stars had that actually had EN subs, and continue to make it harder for overseas fans to buy their shit.

But Starmins also have a fault in why the JP boys' reach isn't as far cause but I do get why. I think a lot of people don't understand that just because someone likes the component that makes up Vtubers (anime, utatite/idol culture, streaming), doesn't mean they'll like it for them. There's anime where it's very obvious what they're trying to do in pandering very directly a lot to fujos who want a ship to latch onto (but without making any relationship actually confirmed in-show) that still get popular, and everyone knows the deal that they're signing up for when watching. He was saying there's a lot of potential to just ship boys together, but obviously, Izuru is a real human and part of the appeal of vtubers is in them being genuine. It was less about his project and more about the discussion of derivative content and vtubers as "characters" (he's on the side that thinks vtubers should play more into being characters). It did lead into him saying Holostar fans don't really make much derivative works and that's one reason why he made his crew (as you said). He even talked about Aruran's model change and that maybe it would have been received better if Holostar fans were more used to making/consuming derivative content.
