Majority of Chinese only care about provincial politics because it's the only thing they can influence - whatever Beijing wants to do at a national level may as well be pure kayfabe if you live in the countryside or some industrial town / city and don't really have any hopes of being middle class.

In the 80s the middle class urbans youths were influenced by pro-democracy academics, and had the backing of provincial Chinese who were sick of centralized control and only the provincial Chinese got any concessions. The middle class urban youths got slaughtered.
