The two big corpos tend to lower expectation standards. Due to the need to have their own proprietary apps (presumably to guarantee having total control of the vtuber avatar and prevent unauthorized use), they tend to be way behind the times technically.

It took them, what, 3-4 *years* before they were able to do something as simple as pin props and objects to their live2d models -- and not just as a static overlay object -- after it first appeared on indie vtubers with far lower budgets. And they're still using button-toggle for emotions rather than full face expression tracking despite that tech being around for a few years now as well.

It genuinely is not. The accuracy and fluidity of her mouth and eye tracking is unmatched even from top indies. They modeled a 3D head to keep all of her angles accurate, which I don't think anyone else has ever done and it shows. To say nothing of how natural and effortless the rest of her body's animation is.
Some of this *is* also down to the skill of the pilot, e.g. 2wintails did models for herself, Lily, Clemps and Mouse and all four of them move differently with her rigging.

eimi isami's rig popped off online in the rigger sphere because it has rotating 360 hip and head lean, it makes the model almost look 3D and the expressivity is pushed much further,

Apple cheaped out on their TrueDepth camera module, they switched to a cheaper sensor starting with the iPhone 13 because of a focus shift from what they wanted to do with the iPhone since the gimmick for Apple was always Animoji so you didn't need something that advanced to make them. I do think that it might make a comeback to something more expensive if they need to tie it to their Vision products with VR and etc. to provide more content for the device and prop it up. Most people won't use something outdated just for that, the more likely thing is that they will just wait for improvements in AI which will improve more and we'll get better models that don't need to use depth information and can extrapolate it well enough from any 2D video you can take.

some chuubas just like l2d more even if it offers no real advantages. I've seen lots of l2d riggers make 3d heads/props for reference and it would frankly be easier to make a 3d model at that point

yeah, but good 3d chuuba apps don't chug with super high poly models anyway, the only one I've had that happen in is some FOSS one and Warudo, but warudo chugs 24/7 regardless of the model. You can make a super high poly model and it would be easier. Holo models use like 3 or 4 4k textures too so texture size/definition is not a problem either
The big limiter for good 3d is the reference. You need a good ref because unless you're a good 2d artist you might just fuck it up and it will look shitty. Or if you're the artgun you will make it look shitty on purpose

Full 3d would definitely be cheaper, but live2d can be done with just a camera and you don't have to cover yourself with tracking equipment and can't easily change faces on a whim. Filian for example changes her face by making hand signs as a workaround. If you're going to be jumping around in a VR chat like environment, then 3D is perfect. If you're sitting down trying to play a game, live2d is usually more expressive (if you pay for it).
