Most of the JP boys are pretty simplistic in terms of design and classically "ikemen", but that's because the OG9 were designed/revealed around 2018-2020 when the design philosophy of Vtubers hadn't reached the "obnoxiously overdesigned, searing colors, asymmetrical nightmare" design era just yet. Uproar are slightly lean into that said aesethic but are more reserved about it.

I wager it's a matter of it being a different era when the StarsEN designs were made + having to stick to a fantasy aesethic instead of something more mundane.
