During the puyo tetris arc, suisei was doing collabs with people to help coach them. This happened after she found out she was using the wrong controller setup and swapped to the correct one. Overall I'd say yes. If you break it down, others are better than her in some aspects, like Kanade's pronunciation is much better, for instance, and IMO A-chan and probably even Lui have better precision, but Ririka has two things all of them lack, which is the confidence to speak even when she might be making a mistake, and the speed to hear, read and reply in a natural timeframe. And that is IMO the missing secret sauce for JPs speaking EN. It means she can read EN chat and reply at full speed like a normal EN streamer, which frees up the chat to enjoy the the stream like normal instead of trying to coach her around bits of English. And it means her collab chemistry with ENs is off the charts, especially for those that aren't comfortable with their Japanese, because they can just talk normally and banter with her. It's something hololive hasn't really had in a while, there are lots of ENs and IDs that can collab with JP-only holos without a notably thick language barrier that risks turning it into a Japanese learning stream, but no one between Coco leaving and Ririka joining that could do the reverse.

It certainly feels that way. Last night I listened to the archive of her English zatsu before her trip and the fact she was willing to do it in the first place speaks volumes. The only other girl to do them is Haato but Ririka speaks more confidently and searches for her words less frequently. Plus Ririka was able to do a little bit of banter on top of that. Between that and her Poppy's Playtime streams I'm really hoping they instilled a sense of confidence in her
