I suppose if "third party" isn't specified it could potentially include individuals as well as legal entities, ie the person behind the character. That is to say, this clause most likely means that upon agreement of both parties, assuming the contract isn't null for some other reason, party B cannot distribute (in layman's terms stream/copy or otherwise use the Images Etc.
