I can't speak as much to Niji JP, but in the case of Niji EN they very deliberately cultivated this fanbase. Prior to Luxiem, Niji EN fans seem to have mostly been "normal" vTuber fans, but Luxiem caught on with Chinese and Filipina fujos, and some number of Twitter creatures whose usual hobbies are canceling people and "owning the chuds," and Nijisanji began courting these people aggressively because they seemed to bring in big numbers.

It's really these people who have been shitting everything up. They are the people currently defending the company, raiding /vt/, doing gay ops, etc. The memberships canceled and the falling SC numbers are all the remaining "normal" fans of Nijisanji walking away from the company. The remaining Luxiem fans are raving fanatics but there's just not enough of them to hold the company up, especially since most of them probably don't have much money.

The problem is, once you develop this kind of psychotic fanbase, it's very hard to get rid of them, because they quickly purged all the normal fans. Some of them have tried to get these freaks under control and it hasn't worked. And unfortunately the company (or at least some of the Livers) seem to be trying to weaponize them to attack company critics.

tl;dr - I'm not sure they CAN stop these psychos at this point, short of dissolving the branch. Their fanbase is their fanbase.
