your bitrate doesn't influence what viewers have to deal with as long as it's capable of uploading the quality that you are streaming at properly. Examples of what I say here:
My stream is at 1080p60fps, Quality is almost the same as long as there is no high speed stuff going on or out of nowhere effect affecting the screen. My bitrate needs to be balanced to that so it peaks 4500kb, lows 3200kb, and average of 3700kb, but I have a quality connection that almost never flinches.
