Think of it just like how manager-san manages FBKs youtube and takes care of shit like getting randomly banned and editing yabai moments out or screening comments for very yabai things. Fubuki has the same control, but manager-san's literal job is to do that. Since bilibili is chinese no JOP manager is going to navigate it well so there were chink staff in charge of the Bilibili channels.

Yeah Cover had Chinese volunteers working for them to manage the bilibili stuff. I've heard even translators. A big part of why they all went apeshit is they felt Cover were giving them a raw deal to begin with, and then the pressure from the pro-CCP community drove them over the edge to the point where they started mobilizing spambots.
