To be fair, Japanese laws against "defamation" make it illegal for Elira to apologize to Doki, while Elira is both employed by Anycolor and physically in Japan.
She can't apologize for what she said in the black screen video, without also implying that Niji was wrong to allow and/or force her do that video; that implication would "damage" Niji's "reputation" (such as it is) and they would fire her and sue her for it.

It’s not rocket science, Riku already said management fucked up in his own applogy video. Find a scapegoat in old management, apologize and make a believable story that there was no malice or intention to actually harm anyone, take advantage that Doki wants to move on for a cold war handshake, and end the drama.

The drama may be gone with the time, but the toxicity doesn’t. Unsettled past just set us up for something else in a couple of months. Sayu, Pomu…this is just the biggest case, not the only one. You don’t want the next to be even bigger.
