Even with some minor success they're all still really small time and you can't really justify it as an honest and innocent decision without ulterior motives. To some extent everyone that joins a micro corpo thinks that with just a little investment they can make it big. This is universally true for everyone with an IQ above 90. 1. Be lucky/in the right place at the right time (nijisanji, hololive)
2. Grind out in the slums for years and hope nothing implodes until you finally crawl out (phase)
3. Throwing fat stacks around to get eyes on you right away
And for that last one you have two examples: Idol, that went from like 20ccv with their hebrew gen to instantly 300-600ccv with their EN gen just by spending a shit ton on debuts and advertising, and V4Mirai, who has been slowly gaining thanks to Brave throwing quality 3d models and event streams around like candy.

No one can rely on #1 happening and no one wants to rely on #2 happening, because the one example that survived nearly didn't at a couple points. That leaves #3, and the adage of, "You have to spend money to make money," exists for a reason. Start ups aren't cheap, and half the small corpos that go under do so largely because they think their workload/investment begins and ends at making models, and that throwing some girls at them will give them another Hololive in a year.
