One of the main reasons Holo's international success is so potent is that no branch is inherently more important than the other two branches. Not every JP talent regularly engages in concerts or meet-and-greets, and plenty of EN/ID talents do engage in those things frequently.
Now, should the EN/ID talents that WANT to do those things regularly move to Japan? Bae seems to think so, which is why she did move there. However, you could also make home studios like what Ame used to have, or rent out a local studio like Kiara did for one 3D stream, or use alternate means like the VRChat world that EN used to run around in all the time.
There's multiple solutions to the problem you propose, and a few of them have already been tried. Each talent has different needs that prevent there from being a blanket solution, and sometimes those needs are prohibitive. Are you saying that if a talent's family situation requires them to stay home, that they should give up being a Hololive talent? That sounds like black company talk to me, frankly.
