She was photographed with a guy by some scummy tabloid company that farms celebrity drama. She said she paniked, worrying about what fans and management would think, and shaved her head to show how sorry she was before it even got out. It was seen as a stupid unreasonable thing to do by pretty much everyone, but western clickbait sites made it seem like this is just how Japanese idols have to live to appease their fans. The truth is she was just a dumb kid who really wanted to be famous (like aggressively wanted it, she was disliked by a lot of people in the fanbase for how annoying she could be at times trying to steal the spotlight) and she got scared that her chance at fame was gonna be gone, and did some stupid shit to show how badly she wanted to stay an idol. And she did keep going for a long time, because no one outside of clickbait sites, dramafags, and a small minority of simps gave a shit about the photos.
