There's nothing "dumb" about it (inb4 "muh girls won't stream it with males on screen" - they don't stream it anyway, at best they do one stream where they fail to clear the newest stage for 1-2 hours and then forget about it until next update because most of them TOTALLY SUCK at Vampire Survivors), and he already addressed that he'll add them before being done with all girls (especially since there will be more and more new gens anyway) - he did mention that there might be a visual "split" between rosters, so maybe a different menu option for Hololive and HoloStars.

Holostars don't deserve to be in the game before any Hololive members. Everyone is waiting for their oshi to be added whether it's Pekora, Watame, Nene or even the newest members from Advent and Regloss. It would definitely be dumb as hell to add some Holostars to please a very small group of people who want them when the majority of fans are itching to finally play their favorite Holomem from whatever Gen they like.

He always adds two gens worth of characters per upgrade. Even at the glacial rate of two updates per year, he's still adding characters about twice as fast as Cover adds members. The game should be caught up all the way to Regloss within three updates if they don't waste time with Holostars in between.

She's lost a bunch of jobs since the news broke (because she admitted to slander, not because she cucked her gachikoi), she's lost 7k subscribers on YouTube and her channel won't grow because she won't stream on it and she's still 100% isolated from basically the entire streaming community and has no streamer friends
She's earning lots of money. That's the metric by which she's doing fine, and if that was enough for her, I'd agree she's doing fine. But she's complained enough about other things to know that she isn't happy with how things are now.
