The strokes are there kind of, they're just either not straight or not in the right place. Even with the most butchered one, sa, if you put similar strokes into something like IME pad, it still suggests the correct one as one of the options. So while it's absolutely garbage handwriting, it's at least partly recognisable. (Honestly, I'd have no idea that was a 'sa' if not for the rest of it, though.)
