Embed about 30 ccv for about a month, and then see if your channel manages to walk without a crutch after that.
If you're lucky a genuine audience will find you, and start supporting you.

In my experience twitch tracker isn't that great. Especially for very small or new chuubas. It tends to take a long time to check low viewer streams, so large periods of the start of most streams won't be counted which inflates stream ccv and undercounts hours streamed. It will often miss streams completely if they are short. It is useful but go in expecting all numbers to be much higher than the real value. I like sullygnome better, but that site undercounts instead, it is much more consistent at least though. Twitch tracker does have a few more features though.

Average CCV is a bad metric for success anyways. There are a lot of factors that come into play during a stream. Maybe you play multiple games and you get better numbers for one of those games because more people want to see it and then they leave afterwards. That can fudge the average. Maybe you had a lot of people for your actual gameplay but you zatsu for two hours and people filter out over the course of it. That can fudge the average. There's a lot of things that can make you think your streams are doing better or worse (usually worse) than they are.
All you should care about is that your viewership isn't dropping significantly over a long period of time and that you're steadily growing over a long period of time.

I've been uploading shorts on my VOD channel with no issue. I make sure to make it so people DON'T get notified when I upload VODs though, because I don't see a reason for short and clip watchers to care for those. My VODs still get views regardless of this.

This is a general piece of advice that use because I find it makes for some of my best streams. Any game that I've played in the past, that I absolutely love and can easily talk about, is a good game to stream.
Alternatively, if you have any talents or skills that assist in making interesting streams (such as voice acting the characters when you play in a non-voiced game, just as an example), that's something.
Just stream the things you love to do and love to play.

Take a look at your stream history statistics on Twitch, you can see (using a graph) at which points chat activity was the highest and write down the timestamp if anything notable ( and clip worthy) happened in those moments, then edit 'em later.
