On Youtube the best way I know of is to type 'vtuber' or some vtuber related tag in search, click the 'Filters' button, filter by Live under Features menu, and then by Upload Date for the sort. You'll find low view chuubas that way.

If Twitch is an option, there are search tools. I.e. I sorted by 1 viewer max and then filtered by "vtuber" in the title.

Keep in mind that low view counts often have a lot of spambots, money laundering schemes, etc.. especially on twitch, so you'll have to figure that part out yourself.
