I think the difference is though, most western countries are pretty diverse at this point, even though europe has a lot fewer minorities than the US it's still relatively easy to seek out women of your preferred color.

Japan however is a country that has an ethnic-citizenship view of themselves- IE they are a country of and for Japanese people and don't really like the idea of handing big-boobied horny white-women visas for some of that sexy sexy race-mixing.
