An NDA is a formal contract signed between two parties saying that X will not disclose Z.

Documents that you provide to lawyers (particularly opposition lawyers) are not implicitly covered under an NDA. Client-lawyer confidentiality is expected, but that's a different set of rules that's different from an NDA.

The confidentiality inherent in that kind of notice is the same as a DMCA notice you get in your mail. There's no specific law preventing you from sharing a DMCA notice that you receive from Google with others.
