Taking into consideration things that you said here and more, I will try my best to answer the different problems that you pointed out:

How consistent are you? It's the number one factor when it comes to twitch growth, everything else is secondary, you need to be entertaining and you need to be doing something interesting and all of that, yes, but if you stream once every two weeks or even less, then there is not that much of capacity of growth for you. The same applies if you stream for a whole week in a row, just to take three months off afterward, the twitch audience hates when their streamers don't do the main thing that they are in twitch for, that is, stream.

Keep streaming, do collabs, content that shows yourself to the rest of the world, you already said you were an artist, then do more art of other chuubas, everyone likes some stream where they can get art, it will boost your numbers while also giving you content and allowing you to directly interact with chuubas. Talk on threads and make tweets yourself so that others can also interact with you, the more you can give opportunities for others to be them who need to interact with you instead of the other way around, the easier it gets. Remember also to keep streaming, to appear in other chuubas chats, and to do the bare minimum of liking moots tweets and such.

Something that needs to be asked too is if in your chat there are one or two hyperactive chatters, that commonly becomes a problem as it gives a feel for newcomers that you prefer those chatters (even if it is in no way real, as just interacting with those who decide to talk on your chat is but merely a normal thing to do) so you might want to tell them to not be so hyper, first and foremost. After that, if you become consistent and show yourself to the whole chuuba sphere, people is gonna find out about you and new faces are going to appear. Try to raid others, try also to get raids yourself (don't beg for them, just focus on associating enough with other chuubas who tend to stream/end stream when you commonly go live) and get other chuubas to talk about you, that way you become a known name.

Shorts are very much defined nowadays, learn from those who are at the top, the most basic and shallow advice, yet most useful is: Search on youtube how to make good shorts. Binge down information, I did that in just one day and learned, after 5 hours full-on video consuming, how to make good shorts, the average tips, what to do and what not to do.Use the vast sea of knowledge that are other content creators and use their wisdom to make good shorts you yourself.
But, to not just leave it at that, here are some starting tips: Try to make long shorts, do not spread the content of different shorts too much as the algo kills what cant be easily categorized (be it one short or the plethora of them that you have in your channel), do daily short uploads (whether schedules or one new short completely baked every day), remember to use tags at the bottom of the short description, and also make them flashy/colorful. As I said, these are but just a tip of the iceberg type of knowledge, you will find so much more if you decide to learn by yourself that it will certainly help you find the answers you had been asking for here.

Being female can be considered a buff, so that's great. But neither timezone nor ESL (as long as you really are comprehensible) mean anything, you create your own time slot, you stream whenever you want and for as long as you want, there is always someone out there up at any given moment, so just stream, over-worrying and forcing yourself to go out of your natural times to stream just to try and pander to a non-existing audience will make you hate this, and you as clear as the day should try to avoid it, even more if what you do on stream is interesting. Consistency is key, the rest comes naturally.

Something that doesn't get explained is that, if the group in where you are doesn't suit you, no matter how much of a social butterfly you are, you will end up being bored to death. Keep trying to find communities where you can fit, there is going to be one where you can be genuine and where you can leisurely talk as much as you want. To enable the idea of you being socially anxious is to later on throw your own efforts into the fire of self-deception because it makes you believe that all you amount to is just a "socially anxious person", it always takes time, but try to interact more with other and see where you can fit the best. Try discord. there are community server for chuubas, there are servers for chuubas that do X type of activities, there are servers that try to be for everyone (chuubas and viewers alike). You might not find the big majority of them from just randomly scrolling, but have an account ready, people tends to close communities as they dont want to see them fail, so just do your best without expecting much, and test the waters when somebody invites you to discords!

Every time I see people post that they got USB condenser microphones I want to pull my hair out and cry. I get it, you want something that sounds good, is affordable, and is simple to set up. The majority of advice online tells people to get condenser microphones for content creation. But condenser microphones struggle in live environments compared to dynamics, and tend to pick up a wider range of sounds in your space as well as reverberation. You should ideally only be picking up vocals in a tight pattern so that you can easily turn away from the mic to cough or sneeze or whatever without it being just as loud as the rest of your recording, not to mention keyboard or mouse noises.

Dynamic microphones, like the ones you see singers use at concerts, are infinitely better than their condenser brothers for these live environments. At the same retail or online audio stores you're getting your gear, you can find kareokee setups that will sell you something like a Samson Q7/Q8 for $50 to $100. Throw in a PreSonus AudioBox or Focusrite Scarlette Solo (Please don't buy Focusrites, they're overpriced chinese crap and will come shipped to you broken) to get XLR to USB. All your shitty USB microphones already come with an audio interface built into the mic, so every time you buy a USB microphone you're essentially splitting the cost between buying a microphone and an interface for it anyway. So that $100 USB microphone is actually a $50 microphone and a $50 interface. No matter the split, the quality suffers. Bite the bullet and drop the $200 to get a better audio set up.
