Hololive ex employee here. Basically council hated their models which resulted in Sana leaving and Kronii covering her boobs up. The twins proved to be too good together that Hololive changed policies of having premade models to having their new talents be able to decide their designs and artists. Which is why fuwamoco are twins and shiori's model being a lot like her OC. This results in having talents be happier and thus staying in the company without issues in the long run.

The fact that they hired an artist who is a twin to design twin vtubers should be enough of a clue that the models came after the hiring process.
They also keep talking about their pre-debut period as if it was a fairly considerable amount of time, which tracks with needing more time between contract and debut if the models aren't ready to go before they even audition like what used to be the case for 3rd gen for example.

Hololive isn't Nijisanji. The models are designed after the girls get signed.
They discuss with staff about what kind of characters they'd like to be, what approach they should take, what their target demographic is, what their themes should be like for that, etc. Only afterwards are artists commissioned to create the designs, if the girls have specific preferences they can even request artists. Obviously they don't have free reign to do whatever they like but they do have the option to give quite a bit of input - they just need to make use of it - which admittedly many of them don't since Hololive still hires a lot of unknown indies with barely any experience even nowadays.
It's been that way since Gen4 and quite a lot of the girls have pretty openly talked about it.

Taking HoloX as example they obviously knew they wanted a leader and then several misc roles that you'd have in that kind of group, then as they hired the girls the roles gradually filled up and if you are among the last ones picked your choices are obviously a bit more limited. That's how Kiara got stuck with the "mythical creature trying to integrate into normal human society by working fast food" bullshit for example, she was the last one that got added and they didn't have someone to fill that popular trope yet.

Gura said in her 1st anniversary that Myth had as much choice in their design as you do when you are born. Talents could ask for small changes but their default model was decided by Cover. If you listen to what Yagoo said there are specific cases where they allow creative input but that likely didn't begin until Advent.

Ina wouldn't have asked for the skimpiest outfit in Hololive, Kronii wouldn't have asked for a coomerbait waifu design, Aruran wouldn't have asked to be an old man, Anya wouldn't have asked for huge boobs with jiggle physics, Vesper wouldn't have asked to be a thin armed librarian, Irys wouldn't have asked for a retro design, and Flare wouldn't have asked to be a sexy elf.

There are several talents in both Hololive and Holostars that got stuck with designs they obviously didn't want. Pekora isn't shy but even she admits the lewd stuff is awkward because she knows children watch her channel. Contract negotiations over model redesigns would explain why HoloEN had so many radio silent breaks in 2022 and 2023.
