haven't dived too much into the capipi's side of chat for phase
but god are the gfe chats annoying. i remember hearing hina had to cut her "mean girl rp" stream early cuz chat kept fawning over her.
honestly most of gen3's chats are iffy depending on your tastes. gen 1 - 2 seem to be pretty solid

Outside Pippa, who's chat is so fast that it's impossible to read; a lot of their chats is understandable, on topic and not repeating a stale dead meme over and over.
I don't know about hololive chats much, but I assume they're the same as Pippa's and just not worth interacting with due to the speed/volume of traffic, but the average phase girl has a far better chat than the average twitch streamer.
