I am a Nijisanji fan who has been closely paying attention to the community since Lazulight.

Only a few people habitually attended the various "meetups". There's a few big meetups in particular when all the talents shared a hotel, such as the Montreal meetup, and the recent Japan meetup. But this person is speaking about numerous repeated meetups between this guy and the other NijiEN talents, more than just 2.
There have been a series of incidents where talents visit Japan and meet up together. It's been speculated, although not confirmed, that they share a hotel during these instances (although any rational person would speculate that they do, fans always deny it).

As for the members that regularly and habitually meet up with the others?
1) Ike travels around meeting people all the time, although these are usually "hinted at" on twitter using coded messaging (such as taking photos of the same dinner plate) and they aren't large meetups with lots of people.
2) Shu is a perpetual pest who is always lurking at meetups, particularly in Japan, and seems intent on getting himself into every single that involves the girls.
3) Luca is the worst offender. Whenever the girls visit Japan, he will take a 8-10 hour plane flight to visit them. He has done this upwards of a dozen times or more.

These are the likely suspects.
But it's notable that Luca recently had a serious injury that debilitated him and went on medication for it. The person in the OP mentions this individual went on medication which changed their behavior and made them more demanding.
Also Luca has a history of teasing people about getting into Nijisanji.
