Nope, as a long-time pen and stationery collector I can tell you that this behavior is the movement to a new economy with no supply. Once upon a time a very important paper making machine broke in Japan, it was the only machine that made a type of paper called "Tomoe River", specifically in it's more luxurious 68g/sm weight.
