I can understand that. My grandparents moved to Canada almost 40 years ago and never applied for a Canadian citizenship until in their retirement years. Though I think that was more to them not caring about doing so rather than because their home country did not allow dual citizenship (it does). I think if she's set on living in Canada for the rest of her life then it's still worth it down the line to apply, because I feel like Canada is relatively lax and welcoming to folks that want to do it.
