I don't really play enough fighting games, but from watching streams I'd say maybe "make it easy to understand the role of each move". For example in SF6 it's relatively easy to understand which moves are important to a character even when you're a casual just watching someone play. In comparison, it's much harder getting through Tekken move lists which have a lot of chaff in them

I don't think moves are intentionally made bad, rather that after being balanced with a character's other moves they end up under performing in real world situations, which isn't a bad thing since if every move in a character is good than they'd be OP. Ideally every move has a role it's supposed to perform, which is why the move you mentioned has some situational use instead of being considered non-existent entirely.

Situational moves aren't bad, per say. Depends on the game, really. 3D games like Soul Calibur and Tekken with extensive movelists can afford to have a ton of niche, situational moves that are generally going to be shitty but really shine in certain situations or are just good to pull out once in a blue moon to surprise someone. But having a shitty low forward in Street Fighter is always going to suck.

-I fixed grabs and throws so they work right now.
-I fixed (as far as I know) ASDI wall techs to make safe ledge guarding tools less powerful
-I fixed parries to be consistent and feel great to use

In traditional fighters, do you have any option to get out of a combo once you’re hit? Or are you just subject to whenever they drop the combo or finish it?

Depends on the game.
Guilty Gear has Burst, Mortal Kombat has breakers, other less known games have other systems.
In Street Fighter and Kekken you can only hope for a drop.
