Cover was fairly quick giving her a redesign so even they realized that a classic anime design was filtering out most vtuber fans. The Hololive model system is extremely unfair since it determines so much of how people view them but is entirely decided by management.

I honestly think Gura did almost nothing herself to earn her popularity. It was a combination of just timing and luck. She got the cute loli model (pedo factor), she was in the first gen of HoloEN (novelty factor), and during COVID when people had more time at home (free time factor). Give Gura another model or have her debut today (or both) and she's not pulling NEARLY as many subs or viewers as she has now. I do think after being dealt such a great hand, she initially played it pretty well. She's a good singer, she leaned into the memes, she actually streamed regularly, etc. But as was said, that only goes so far. Plenty of chuubas do that. Gimmicks, model, and other "secondary" stuff really matter.
