It is good for higher skill games. Mana drain for controlling the lane. The stun duration doesn't increase much on Q, so you don't gain much besides a bit of damage by leveling it. I also think mana cost goes up making it less spammable.
But in lower skill games I think just having the extra damage probably is better.

Herald games have gotten a lot better but it's also the result of no new blood coming into the game as much. Fauna said she was at around Legend or 3-4k. Herald games are at that 3-4k level from around 2014-15 easily. People will smoke, coordinate and gank really competently.
