There's zero point to create HoloEU. First of all, the pool of talents isn't that big. Way less people care about vtubing and obviously most of them are ESLs. Knowing English is very common, but still, the majority of people wouldn't watch English speaking streamers, that's why they never pay. I can't see how would it be profitable in any way. Even if they managed to find some cute Polish girl who can speak English and Japanese, she would have to be streaming in NA hours to get more than 3view.

It probably depends on an assessment of the potential growth. For example, if they believed that they could attain universal appeals across demographics they would probably expand. If they believed that they could only expand to a very small niche they already dominate then there is no reason for them to expand, because they simply cannot. Those that inappropriately call themselves unicorns won't like what general appeal implies, but still want them to expand, but don't want them to do things that will actually help them expand. So, most of this discussion tends to live in a realm of contradictions and absurdity.
Most of the crucial details about audience are also missing from any discussions about this, so you can't really compare without assuming false equivalencies in all likelihood. For example, in Japan the fujo market is huge and dedicated compared to the yuri market. That said, the behavior of fans differ, and the proportion of general fans and their demographic breakdown won't be the same between both groups.

When you see people argue against euro hours hololive streams in threads like this, it's because streams at that time would be inconvenient to them personally, that's it. Often they're the same people that will complain there's too much stream overlap in NA primetime without realising the irony. They use the same arguments every time (no viewers, no money, no vtubers, regulations, etc), get shown to be wrong every time, and repeat them all next time.

However... I personally have my doubs Cover could break into the EU market now anyway, but not because of the region, because they've pointedly ignored it for so long that people are bitter about it and/or already went elsewhere. They'd have a much harder time marketing it now than they would have 2 years ago.

I think you might be misunderstanding. Even if they pushed into the EU market the kind of audience would be radically different, with the exception being a few heavily Americanized incels/unicorns or whatever term you want to use for that vague subculture of disgruntled men. The current EU fans probably already make up most of the mild mannered and tolerant fans, and less of the extreme CGDCT purists that try to contort the hobby to suit themselves here and elsewhere.
By trying to recruit a more tolerant and openminded urban/suburban (The continent is less than half the size of NA and about twice as populated) you will make the most vocal fans here more of the minority. So, you have to get back to the reality of asking who these new fans are supposed to be, and if you really want them. Obviously, it would be good for Cover Corp to continue expanding, but for certain extreme fans to call for this expansion and the reality it entails, it contradicts their goals. It's not based in reality until you say that they should appeal to a broader audience.
